Well its going to come down to what the theme is but the ones we are planning to use is:

Unity
Photoshop
Blender

I guess it probably depends on the game idea they end up with - I know I've been balancing between Phaser & Unity a few times in the past, the final choice being done depending on the game I wanted to make in the end.

I think now I'm not more efficient with Unity even in 2D so…
